AzPay built a digital-first consumer banking platform in Azerbaijan, offering instant account opening, multi-currency cards, and fee-free transfers. The platform targeted Azerbaijan's young urban population frustrated with legacy state bank UX. However, International Bank of Azerbaijan — the dominant state bank — aggressively digitised its mobile app in 2018-2019, offering comparable features with existing customer trust and a government guarantee. Revolut also entered Azerbaijan in 2019. Squeezed from both sides, AzPay could not differentiate sufficiently and its CAC became unsustainable.
