The platform had 80,000 users. However, ABA Bank — the dominant digital bank in Cambodia — integrated a full mobile wallet into its banking app and offered zero-fee transfers. WING (operated by ANZ Royal Bank) had a 10-year head start in agent networks. Bakong — the National Bank of Cambodia's QR payment system — launched in 2020, mandating all financial institutions to connect, effectively commoditising QR payments. SeaPay could not differentiate or sustain operations.
