Documented cause
Gokada built a motorcycle ride-hailing platform that was solving a genuine Lagos problem: okada motorcycles had always been the fastest way to navigate the city traffic, but they were unregulated and unsafe. Gokada formalized and digitized the model — helmets, insurance, driver training, GPS tracking. The company raised $5.3M and had thousands of drivers on the platform. Then in January 2020, Lagos State Governor Babajide Sanwo-Olu banned commercial motorcycles and tricycles on 15 major roads with 48 hours of notice. The ban instantly eliminated Gokada core business. The company attempted to pivot to food and package delivery, but could not rebuild momentum. The Lagos motorcycle market never returned to its prior scale.
Lesson
“Mobility businesses on shared city infrastructure exist at the pleasure of the government. No matter how well-run or formalized the operation, a single regulatory decision can eliminate the entire addressable market overnight. This risk cannot be hedged — it can only be diversified across geographies or business lines.”
